A new bylaw (under consideration) in the New Plymouth District Council will impose new restrictions on tattoo and body piercing parlors that will require them to be licensed and maintain strict health standards vis-a-vis sterilization of equipment, general health and safety and also record keeping. Keloids are uncontrolled growth of fibrous tissue after an injury or scar on any area of the body.
